Since 2001, POP has been commissioned by Education 18.com to conduct a survey on the public's perceptions of local tertiary institutions. POP has conducted the survey independently, and taken full responsibility of the results. Education 18.com used the results of the opinion survey, combined with their professional knowledge and formulated the overall university rankings, which were all of their responsibility. POP was never involved, and will never comment on the rankings. In fact, Education 18.com started the university rankings in 2000, in which the results of opinion survey had not been used.

Since the surveys have been started, an academic has begun to criticize the rankings and the methods used in these surveys conducted by POP. The critics became rough and non-academic in 2003. POP decided not to respond to these critics after the debate in 2004, and instead, used a more practical approach by adding 14 "Frequently-asked Questions" in the 2005 Report, along with this feature page constructed in 2006. In 2007, POP has made slight amendments on the FAQs, making it 15 questions in total, and expanded the content in this page as well.

As part of the University of Hong Kong, which is one of the institutions being ranked, POP would like the interviewers, respondents and public viewers to make note of certain points regarding the questionnaire design, conducting of survey and releasing of survey results. Such note of caution has been clearly stated in each report since 2001. Herewith the latest information, while the previous records can be retrieved in respective online reports.

Herewith the survey reports of public perception of tertiary institutions in Hong Kong conducted by POP since 2001. It is the responsibility of Education 18.com to incorporate the results from opinion surveys into its ranking methods. POP would not comment in this regard.
