With the ever-intensifying political and social challenges facing Hong Kong, how to solve conflicts between the administration and the community in a civilized way has become a major question in recent years. Prof Robert LUSKIN from The University of Texas at Austin will share in this forum his experience of running public opinion research in the past few decades and explains how “deliberation” can be used to engage the public in making important decisions.
