The Public Opinion Programme (「POP」) was established in June 1991 to collect and study public opinion on topics which could be of interest to academics, journalists, policy-makers, and the general public. POP was at first under the Social Sciences Research Centre, a unit under the Faculty of Social Sciences of the University of Hong Kong, it was transferred to the Journalism and Media Studies Centre in the University of Hong Kong in May 2000. In January 2002, it was transferred back to the Faculty of Social Sciences in the University of Hong Kong. Since its establishment, POP has been providing quality survey services to a wide range of public and private organizations, on condition that they allow the POP Team to design and conduct the research independently, and to bear the final responsibilities. POP also insists that the data collected should be open for public consumption in the long run.

Survey on Knowledge and Attitude towards Social Enterprise in Hong Kong was a study jointly commissioned by Baptist Oi Kwan Social Service (「BOKSS」) and DBS Bank (Hong Kong) Limited (「DBS」) in October 2008, with the aim of understanding Hong Kong people's, especially the adolescents' perception of Social Enterprise. By design, the survey consists of two parts, in which a self-administered questionnaire survey was used to capture adolescents' opinions from fifteen territory-wide secondary schools whereas a random telephone survey was adopted to gauge the views from the general public in Hong Kong. Three benchmark questions were selected from the adolescent part for direct comparison.

The research instruments used in this study were designed by the POP Team after consulting BOKSS and DBS. Whilst fieldwork operation for the adolescent survey was carried out by the BOKSS team with the support of the school teachers to distribute and collect the questionnaires from their students. To minimize bias, the sampling procedures within each selected school were designed by POP. On the other hand, the sampling design, fieldwork operations, and data analysis of the random telephone survey were conducted independently by the POP Team without interference from any outside party. In other words, POP was given full autonomy to design and analyze the results of this survey, and POP would take full responsibility for all the findings reported herewith.
