The Public Opinion Programme (POP) at the University of Hong Kong was commissioned by Friends of the Earth (HK) in February 2009 to conduct this 「Opinion Survey on Plastic Bag Tax」, in order to gauge people』s opinion towards using plastic bags and the implementation of plastic bag tax in three stages, namely April 2009, August 2009 and January 2010.

The research instrument used in this study was designed by POP after consulting Friends of the Earth (HK), whilst fieldwork operations and data analysis were conducted independently by POP without interference from Friends of the Earth (HK) or any other party. In other words, POP was given full autonomy to design and conduct the survey, so it would take full responsibility for all the findings reported herewith.
