In March 2011, Microsoft Hong Kong and the Hong Kong Council of Social Service (HKCSS) commissioned the Public Opinion Programme (POP) at the University of Hong Kong to conduct this 「Survey on Local NGOs' Current Needs, Purposes and Challenges related to IT Infrastructure」. The target population of this survey is representatives of local NGOs who are in position to make organizational decisions and preferably with good knowledge in IT issues. The main objectives of this survey are to understand the current needs and purpose in IT infrastructure, as well as the challenges the local NGOs are experiencing.

The research instrument used in this study was designed by the POP Team after consulting Microsoft Hong Kong and HKCSS, making reference to the questionnaire used in a previous study done by the HKCSS in 2009. Meanwhile, fieldwork operations and data collection were conducted independently by the POP Team, without interference from any outside party and the commissioning body. In other words, though POP has sought opinion from Microsoft Hong Kong and HKCSS regarding the questionnaire design, POP was given full autonomy to the research design and operations, in return, POP would take full responsibility for all the findings reported herewith.
