Abstract

The Public Opinion Programme at the University of Hong Kong interviewed 1,000 Hong Kong people between 14 and 17 December 2009 by means of a random telephone survey conducted by real interviewers. The survey shows that compared to two weeks ago, both the support rating and approval rate of CE Donald Tsang have significantly increased, and getting close to the level registered during his delivery of this year's policy address. Compared to a month ago, the satisfaction rate of the SAR Government has not changed much, but its dissatisfaction rate has significantly dropped. CE's net popularity now stands at zero, while that of SARG stands at negative 1 percentage point, both being sort of half good half bad. As for the five specific policy areas, compared to 3 months ago, people's satisfaction rate over the government's handling of its relation with the Central Government has increased by 10 percentage points, while dissatisfaction rate has dropped 6 percentage points, generally going back to the level registered in March 2009. However, people's dissatisfaction rate over the government's performance in improving people's livelihood and maintaining economic prosperity has increased by 7 and 5 percentage points respectively, while satisfaction rate on the pace of democracy development goes up 4 percentage points from a low position. The net satisfaction rates of the five indicators of government performance are: relationship with the Central Government at positive 46 percentage points, protection of human rights at positive 17 percentage points, maintaining economic prosperity at positive 4 percentage points, developing democracy at negative 10 percentage points and then improving people's livelihood at negative 23 percentage points. The maximum sampling error of all percentages is +/-2 to +/-3 percentage points at 95% confidence level, while the sampling error of rating figure is +/-1.4 marks. The response rate of the survey is 70%.

Points to note:

* The sample size of this survey is 1,000 successful interviews, not 1,000 x 70.5% response rate. In the past, many media made this mistake.
* The maximum sampling error of all percentages is +/-2 to +/-3 percentage points at 95% confidence level, while the sampling error of rating figure is +/-1.4 marks. "95% confidence level" means that if we were to repeat a certain survey 100 times, using the same questions each time but with different random samples, we would expect 95 times getting a figure within the error margins specified. When quoting these figures, journalists can state "sampling error below +/-3% at 95% confidence level for percentage figures, and +/-1.4 for rating figure".
* When quoting percentages of this survey, journalists should refrain from reporting decimal places, but when quoting the rating figures, one decimal place can be used, in order to match the precision level of the figures.
* The data of this survey is collected by means of random telephone interviews conducted by real interviewers, not by any interactive voice system (IVS). If a research organization uses "computerized random telephone survey" to camouflage its IVS operation, it should be considered unprofessional.

The latest survey conducted in mid-December showed that, CE Donald Tsang scored 53.5 marks, and 43% supported him as the Chief Executive while another 43% opposed. Regarding people's appraisal of the overall performance of the HKSAR Government, the latest figures revealed that 32% were satisfied, whereas 33% were dissatisfied. Of the 5 specific policy areas, people were most satisfied with the government's handling of its relation with the Central Government, with a satisfaction percentage of 60%. The government's performance in protecting human rights followed, attaining a satisfaction percentage of 45%. Finally, a respective of 37%, 32% and 24% of the respondents were satisfied with the government's performance in maintaining economic prosperity, developing democracy as well as improving people's livelihood.

Opinion Daily

In January 2007, POP opened a feature page called "Opinion Daily" at the "POP Site", to record significant events and selected polling figures on a day-to-day basis, in order to let readers judge by themselves the reasons for the ups and downs of different opinion figures. In July 2007, POP collaborated with Wisers Information Limited whereby Wisers supplies to POP each day starting from July 24, a record of significant events of that day, according to the research method designed by POP.
