Abstract

The Public Opinion Programme at the University of Hong Kong interviewed 1,004 Hong Kong people between 14 and 17 September by means of a random telephone survey conducted by real interviewers. The survey finds that compared to two weeks ago, the support rating and approval rate of CE Donald Tsang have significantly increased, while compared to a month ago, the satisfaction rate of the SAR Government has not changed much. CE's net popularity now stands at positive 7 percentage points, while that of SARG stands at positive 2 percentage points. As for the five specific policy areas, compared to 3 months ago, people's satisfaction rate over the government's handling of its relation with the Central Government has dropped 6 percentage points, while dissatisfaction rate has increased by 5 percentage points, back to the level registered in April 2005. People's dissatisfaction rate over the government's performance in improving people's livelihood has also increased by 5 percentage points. On the issue of Central Government, the latest change is probably related to the beating of three Hong Kong journalists by police in Xinjiang. The net satisfaction rates of the five indicators of government performance are: relationship with the Central Government at positive 30 percentage points, protection of human rights at positive 14 percentage points, maintaining economic prosperity at positive 9 percentage points, improving people's livelihood at negative 12 percentage points and then developing democracy at negative 13 percentage points. The sampling error of all percentages is +/-3 percentage points at 95% confidence level, while the sampling error of rating figure is +/-1.3 marks. The response rate of the survey is 65%.

Points to note:

* The sample size of this survey is 1,002 successful interviews, not 1,002 x 69.7% response rate. In the past, many media made this mistake.
* The maximum sampling error of all percentages is between +/-1 and 3 percentage points at 95% confidence level, while the sampling error of the rating figure is +/-0.10 mark. 「95% confidence level」 means that if we were to repeat a certain survey 100 times, using the same questions each time but with different random samples, we would expect 95 times getting a figure within the error margins specified. When quoting these figures, journalists can state 「sampling error of rating not more than +/-0.10 mark and sampling error of percentages not more than +/-3% at 95% confidence level」.
* When quoting percentages of this survey, journalists should refrain from reporting decimal places, but when quoting the rating figures, one decimal place can be used, in order to match the precision level of the figures.
* The data of this survey is collected by means of random telephone interviews conducted by real interviewers, not by any interactive voice system (IVS). If a research organization uses 「computerized random telephone survey」 to camouflage its IVS operation, it should be considered unprofessional.

The latest survey conducted in mid-September showed that, CE Donald Tsang scored 54.8 marks, and 47% supported him as the Chief Executive while another 40% opposed. Regarding people's appraisal of the overall performance of the HKSAR Government, the latest figures revealed that 31% were satisfied, whereas 29% were dissatisfied. Of the 5 specific policy areas, people were most satisfied with the government's handling of its relation with the Central Government, with a satisfaction percentage of 50%. The government's performance in protecting human rights followed, attaining a satisfaction percentage of 43%. Finally, a respective of 37%, 28% and 28% of the respondents were satisfied with the government's performance in maintaining economic prosperity, improving people's livelihood, as well as developing democracy.

Opinion Daily

In January 2007, POP opened a feature page called "Opinion Daily" at the "POP Site", to record significant events and selected polling figures on a day-to-day basis, in order to let readers judge by themselves the reasons for the ups and downs of different opinion figures. In July 2007, POP collaborated with Wisers Information Limited whereby Wisers supplies to POP each day starting from July 24, a record of significant events of that day, according to the research method designed by POP. These daily entries would be uploaded to "Opinion Daily" as soon as they are verified by POP.

For the polling items covered in this press release, the previous survey of some items was conducted from June 16 to 21, 2009 while this survey was conducted from September 14 to 17, 2009. During this period, herewith the significant events selected from counting newspaper headlines and commentaries on a daily basis and covered by at least 25% of the local newspaper articles.
