Abstract The Public Opinion Programme (POP) of the University of Hong Kong interviewed 1,012 Hong Kong people between 16 and 21 June by means of a random telephone survey conducted by real interviewers. The survey finds that people's dissatisfaction with the performance of Legco members has dropped significantly by 5 percentage points after it surged 11 percentage points three months ago. Legco members' net popularity (meaning satisfaction minus dissatisfaction figures) nevertheless continues to stay negative, now at negative 14 percentage points. (Note: The net popularity of the SAR Government for the same period is positive 5 percentage points, as published last week.) As for the two disciplinary forces, people's satisfaction with the Hong Kong Police Force has increased significantly by 5 percentage points over the past three months, while their satisfaction with the PLA Hong Kong Garrison has slightly decreased by 3 percentage points. The net popularity of the two forces now stands at positive 64 and 56 percentage points respectively, while the dissatisfaction rate of the PLA Hong Kong Garrison continues to remain near zero. Programme Director Robert Chung observes, 「During the fieldwork period, news spread that some police officers would take to the streets regarding grade structure review, but the Force's popularity seems unaffected.」 Chung stresses that people's satisfaction with Legco members in general includes those returned by geographical and functional constituencies, it is not a direct measurement of individual Legco members' performance. The sampling error of the survey is between +/-1 and 3 percentage points at 95% confidence level, response rate being 69%. When quoting these figures, journalists can state "sampling error of percentages not more than +/-3% at 95% confidence level". * When quoting figures of this survey, journalists should refrain from reporting the decimal places, because sampling errors do not entail this kind of precision. * The data of this survey is collected by means of random telephone interviews conducted by real interviewers, not by any interactive voice system (IVS). Latest Figures POP today releases on schedule via the "POP SITE" the latest figures of people's satisfaction with the performance of Legislative Council members in general, the People's Liberation Army Hong Kong Garrison (PLA) and the Hong Kong Police Force (HKPF). As a general practice, all figures have been weighted according to provisional figures obtained from the Census and Statistics Department regarding the gender-age distribution of the Hong Kong population in 2008 year-end. ** Collapsed from a 5-point scale. # Such changes have gone beyond the sampling errors at the 95% confidence level, meaning that they are statistically significant prima facie. However, whether numerical differences are statistically significant or not is not the same as whether they are practically useful or meaningful. Results of survey conducted in the second half of June revealed that 21% of the respondents were satisfied with the overall performance of the Legco members, and 35% were dissatisfied. As for the performance of the HKPF, 71% were satisfied while 7% were dissatisfied. Opinion Daily In January 2007, POP opened a feature page called "Opinion Daily" at the "POP Site", to record significant events and selected polling figures on a day-to-day basis, in order to let readers judge by themselves the reasons for the ups and downs of different opinion figures. In July 2007, POP collaborated with Wisers Information Limited whereby Wisers supplies to POP each day starting from July 24, a record of significant events of that day, according to the research method designed by POP. These daily entries would be uploaded to "Opinion Daily" as soon as they are verified by POP. For the polling items covered in this press release, the previous survey was conducted from March 9 to 11, 2009 while this survey was conducted from June 16 to 21, 2009.
