In a response to the public call of the Electoral Affairs Commission (EAC), Robert Ting-Yiu Chung, Director of Public Opinion Programme, submitted a written representation to EAC on April 10, 2008 on the proposed changes to the guidelines on exit polls under Chapter 15 of the Proposed Guidelines on Election-related Activities in respect of the Legislative Council Election. In the afternoon of the same day, Robert Chung also made an oral presentation in the public forum held at the EAC Conference Room, 10/F Harbour Centre, 25 Harbour Road, Wan Chai, Hong Kong. The full text of the written representation together with all annexes have already been uploaded onto "POP Column" under "HKU POP SITE" (http://hkupop.pori.hk). According to Robert Chung, in order to protect academic freedom and the free flow of information, any restriction on opinion polling including exit polling should be based on three principles: the less government restriction the better, the more free flow of information the better, and the earlier we could establish a professional code of practice the better.
