(1) Sponsored by a number of media organizations, the Public Opinion Programme (POP) at the University of Hong Kong, has already begun to conduct its rolling poll on the Legislative Council by-election for the Hong Kong Island Geographical Constituency. The methodology is the same as previous rolling polls and to be conducted every day. Findings of which are released to sponsors for exclusive use on the same day, and are then uploaded onto the "HKU POP SITE"
(http://hkupop.pori.hk) for public consumption after no less than 48 hours. Organizations wishing to join the sponsorship of these surveys are welcome to contact Miss Chau or Miss Pang at 3921-2700.
(2) With effective from 22 October 2007, POP has been relocated from Meng Wah Complex at the University of Hong Kong to 5/F, Kennedy Town Centre, 23 Belcher's Road, Kennedy Town, Hong Kong. The general line is changed to 3921-2700. The fax number, email address and website address remain unchanged.

POP today releases on schedule via the "POP SITE" the latest popularity figures of the Top 10 Legislative Councillors. As a general practice, all figures have already been weighted according to provisional figures obtained from the Census and Statistics Department regarding the gender-age distribution of the Hong Kong population in mid-2007. "95% confidence level" means that if we were to repeat a certain survey 100 times, using the same questions each time but with different random samples, we would expect 95 times getting a figure within the error margins specified. Questions using only sub-samples would have bigger sample error. Sampling errors of ratings are calculated according to the distribution of the scores collected.

The research design of our "Top 10 Legislative Councillors" has been explained in detail under "Survey Method" in our corresponding web page. The top councillors listed in our latest survey were all those who obtained the highest unprompted mentions in our first stage naming survey conducted in early-October. In that survey, respondents could name, unaided, up to 10 legislators whom they knew best. Martin Lee, Audrey Eu, Emily Lau, Leung Kwok-hung and Rita Fan were mentioned most frequently. Please refer to the relevant table for the rest of the list. Those 12 who were named most frequently then entered into the second stage rating survey. During the second stage rating survey conducted in late-October, respondents were asked to rate each legislator in turn using a 0-100 scale. 0 indicates absolutely no support, 100 indicates absolute support, and 50 means half-half. After calculation, the bottom 2 legislators in terms of recognition rate were dropped; the remaining 10 were then ranked according to their support ratings attained to become the top 10 Legislative Councillors. For easy reference, the POP Site has already displayed the results of all naming surveys conducted since the year 1998. Recent ratings of top 10 Legislative Councillors are summarized below: |

The latest survey conducted in late-October showed that Rita Fan was the most popularly supported councillor attaining 67.9 marks. Alan Leong followed behind with 60.2 marks. Audrey Eu, Selina Chow, James Tien and Lee Cheuk-yan occupied the 3rd to 6th ranks, with 59.7, 58.7, 55.3 and 55.1 marks correspondingly. Jasper Tsang, Emily Lau and Martin Lee ranked 7th to 9th, scoring 52.9, 50.3 and 49.7 marks respectively. The 10th rank fell to Leung Kwok-hung who scored 33.6 marks. The mean score obtained by the top 5 councillors was 60.4 marks, while that for the top 10 was 54.3 marks. For this latest survey, Albert Ho and Tam Yiu-chung obtained support ratings of 56.4 and 55.0 marks respectively, but they were dropped due to their relatively low recognition rates. The overall rankings in the past 12 months showed that seven Legislative Councillors have been on the list for four times. They are Rita Fan in the top rank achieving an average rating of 67.3 marks, Selina Chow ranking 2nd attaining 58.3 marks, James Tien, Lee Cheuk-yan, Martin Lee and Emily Lau who ranked 3rd to 6th with respective scores of 55.2, 54.5, 49.6 and 49.3 marks, and Leung Kwok-hung at the 7th rank, attaining 33.0 mark. Alan Leong, Audrey Eu, Albert Ho and Jasper Tsang ranked 8th to 11th rank with respective scores of 60.0, 59.9, 54.1 and 51.4 marks and they were all listed for three times. |

In January 2007, POP opened a feature page called "Opinion Daily" at the "POP Site", to record significant events and selected polling figures on a day-to-day basis. Our purpose is to provide readers with accurate information so that they can judge by themselves the reasons for the ups and downs of different opinion figures. When "Opinion Daily" began to operate on January 17, 2007, it only contained significant events and popularity figures of the Chief Executive over the past few months. As of today, it contains a chronology of events starting from May 1, 2006, and many poll figures registered since January 1, 2006. Readers can now check on the results of 9 different polling items compiled by POP, including the popularity of the Chief Executive, the HKSAR government, and the Secretaries of Departments under the accountability system. In near future, the content of "Opinion Daily" will continue to expand, in order to promote the science of opinion polling.
In July 2007, POP collaborated with Wisers Information Limited whereby Wisers supplies to POP since July 24 each day a record of significant events of that day, according to the research method designed by POP. These daily entries would be uploaded to the "Opinion Daily" feature page as soon as they are verified by POP, in order to provide readers with swifter and more accurate information.
In August 2007, POP began to include in its regular press releases a list of significant events which happened in between two surveys, so that readers can make their own judgment on whether these events have any effect on the ups and downs of the polling figures. This press release is no exception.
For the polling items covered in this press release, the previous survey was conducted from July 23 to 26, 2007 while this survey was conducted from October 22 to 25, 2007. In between these two surveys, herewith the significant events selected from counting newspaper headlines and commentaries on a daily basis and covered by at least 25% of the local newspaper articles. Readers can make their own judgment if these significant events have any impacts to different polling figures.

Commentary
Robert Ting-Yiu Chung, Director of Public Opinion Programme, observed, "Compared to three months ago, the popularity ratings of Legco members on our top 10 list have remained quite stable. Only Jasper Tsang's rating has significantly increased. Audrey Eu, who fell out of the list last time due to relatively low recognition rate, has come back to the 3rd place, trailing behind Rita Fan who topped the list and Alan Leong in the 2nd place. Albert Ho who ranked 6th last time has dropped out of the list this time due to relatively low recognition rate. As for the relative rankings of other councillors, the only changes are Selina Chow dropping from the 3rd to 4th position, and Lee Cheuk-yan dropping from the 4th to 6th position, meaning that the popularity list has been fairly stable. It should be noted, however, that our list of top 10 only includes Legislative Councillors who are best known to the public, ranked according to their support ratings. Some of the other 50 councillors may well have very high or low support ratings, but because they are not the most well-known councillors, they do not appear on the 'Top 10' list by design. As for the reasons affecting the ups and downs of these popularity ratings, we leave it to our readers to form their own judgment using the detailed records displayed in our 'Opinion Daily'."
News about POP
POP's normal practice is to release the results of our regular surveys every Tuesday afternoon via our POP Site, except during public holidays, each time with a forecast of the items to be released in the next 7 days. According to schedule, our next release of regular survey findings will be November 6, 2007, Tuesday, between 1pm and 2pm, when the latest figures on the popularity of SAR and Central Governments, and people's confidence in the future will be released. Then on November 8, 2007, Thursday, between 1pm and 2pm, POP will release the survey results on people's most familiar political figures.
Our general practice is to answer all questions on the research design of the surveys published in the POP Site as soon as we receive them, but we will not further comment on the findings. About HKUPOP
Ratings of top 10 Legislative Councillors survey
The Legislative Council is an important component of Hong Kong's constitutional system. It is hence well justified to monitor the popularity change of the Legislative Council as a whole and its members on an individual basis. HKUPOP has started this polling series since 1992. We have explained the development of these surveys in our press release of November 2, 2006, February 6, May 2 as well as August 7, 2007. Today, we release it again, so that readers can refresh such development:

Starting from October 1992, the surveys are conducted once every three months, without any change.

Our research design comprises separate naming and rating surveys in two stages. In the naming stage, in between 1992 and 1993, the wordings used in the questionnaire were "Please name up to 5 Legislative Councillors that you are most familiar with." From 1994 onwards, the wordings used in the questionnaire become "Please name up to 10 Legislative Councillors that you are most familiar with." In the rating stage, since the beginning, the question used is "Please use a scale of 0-100 to rate your extent of support to XXX, with 0 indicating absolutely not supportive, 100 indicating absolutely supportive and 50 indicating half-half. How would you rate
XXX?"

Regarding sample size, from the beginning to March 2000, the sample size of the survey was set at slightly over 500. From May 2000 onwards, the sample size was increased to at least 1,000.

Our first findings of our political group surveys were published in the East Week, which was a magazine on political and economic affairs then. We later published our findings by fax. Then in 1996, HKUPOP published our newsletter POP Express, which naturally carried our findings on this topic. After our HKU POP Site was established in June 2000, we switched to an on-line mode of release since then, while all previous findings published in our POP Express were also uploaded on-line in various formats.
