Robert Ting-Yiu Chung, Director of Public Opinion Programme, analyzed, "There are four points to note in our latest findings. First, all satisfaction rates have increased, probably due to the relatively mild political climate. Second, people's satisfaction with the PLA Hong Kong garrison has accumulated an increase of 17 percentage points this year, probably due to its more frequent contacts with the general public. Third, people's satisfaction with the Hong Kong Police Force continued to increase, almost to its record high registered in May 2003. Fourth, people's satisfaction with Legco members on the whole remains low, but is already better than those at the beginning and end of the last Council. It is now quite near to that at the beginning of the First Council. It should be noted, however, that Legco members on the whole refers to members returned by geographical as well as functional constituencies. The popularity rating of individual Legco members will be released in POP's 'Top 10 Legislative Councillors' survey series."

POP's normal practice is to release the results of our regular surveys every Tuesday at 2 pm via our POP Site, except during public holidays, each time with a forecast of the items to be released in the forthcoming week. We will review and adjust this operation regularly. The date and time of our next release of regular survey findings will be November 4, 2004, Thursday, at 2 pm, the latest figures on subjective social and legal indicators will be released, while the latest popularity figures of CE Tung Chee-Hwa and Principal Officials under the accountability system will be released on November 9, 2004, Tuesday, at 2 pm.
