Regarding people's appraisal of the overall performance of the HKSAR Government, the latest figures revealed that 49% were dissatisfied, whereas 16% were satisfied. Of the 5 specific indicators, more than half of the respondents were dissatisfied with the government's performance in developing democracy and improving people's livelihood, with corresponding dissatisfaction rates of 52% and 51%. On the protection of human rights and freedom as well as maintaining economic prosperity, 48% and 46% were dissatisfied respectively. People remained to be most satisfied with the government's handling of its relation with the Central Government, as 38% were satisfied, and 32% were dissatisfied. It was the only item with more people satisfied than dissatisfied. Finally, 39% were dissatisfied with the overall performance of the LegCo members, while 15% were satisfied.

Robert Ting-Yiu Chung, Director of Public Opinion Programme, analyzed: "The survey was conducted after NPC interpreted the Basic Law, but before it vetoed universal suffrage in 2007/08. The popularity of CH Tung has rebounded a bit, but would certainly face pressure again after NPC's new ruling. After NPC's interpretation, people's dissatisfaction with the SAR Government has gone up again, reversing the positive trend which started last December. Among the 5 specific performance indicators, people were most dissatisfied with the government's performance in developing democracy. As for SARG's usual strength, that is, in handling its relation with the Central Government, dissatisfaction has gone to a historical high, which is noteworthy."
