Press Release on August 26, 2003

The Public Opinion Programme (POP) at the University of Hong Kong today releases on schedule via the "HKU POP SITE" (http://hkupop.pori.hk) the latest figures on the popularity of CE Tung Chee-hwa, and people's appraisal of the performance of the HKSAR Government. Because these indicators follow different cycles, their recent readings are summarized as follows:

 Date of survey 14-16/7 1/8^ 4-5/8^ 1-5/8 18-20/8
 Sample base 1,073 348 664 1,012 1,032

 Sampling error of percentages (at 95% confidence level)* +/- 3% +/- 5% +/- 4% +/- 3% +/- 3%

 Support rating of CH Tung 38.1 40.3 44.4 43.0 43.4

 Satisfaction rate of SARG performance** 11% -- -- -- 15%
 Dissatisfaction rate of SARG performance** 68% -- -- -- 54%

* "95% confidence level" means that if we were to repeat a certain survey 100 times, using the same questions each time but with different random samples, we would expect 95 times getting a figure within the error margins specified
** Collapsed from a 5-point scale
^ Sub-samples of the 1-5/8 survey

Results showed that the latest rating of CE Tung Chee-hwa as registered in mid-August was 43.4 marks. If a general election of the Chief Executive were to be held the following day, 66% of the respondents would not vote for Tung Chee-hwa, only 16% would support him. On the other hand, 51% were dissatisfied with Tung's policy direction, and 12% were satisfied. As for people's appraisal of the performance of the HKSAR Government, the latest findings revealed that 54% were dissatisfied, whereas 15% were satisfied.

Robert Ting-Yiu Chung, Director of Public Opinion Programme, made the following analysis: "The popularity of CE Tung Chee-hwa is more or less the same as that of early August, still below the credibility crisis mark of 45. After the appointment of the new principal officials, his popularity has significantly rebounded. It has now dropped back a bit, meaning that the positive effect brought by such appointments has been digested, and Tung has still to handle the other demands of the people. As for people's satisfaction with the SAR Government, the figure has more or less gone back to the level registered before the 'July 1 Demonstration'".
