The end of 1998 also marks the end of the third half-year period of the HKSAR's existence. The year-end review published in this newsletter has, therefore, focussed on the change in public opinion over these three periods. There is no doubt that the government has suffered from a setback in credibility, probably due to the occurrence of various crises.

 

One such incident was the chaos surrounding the opening of the new airport. Our research team was commissioned by the Airport Consultative Committee to survey the opinion of airport users, as well the general public, on their satisfaction with the facilities and services provided at the new airport three months after it opened. Some of the findings are highlighted in this newsletter.
