市民對地區及中央政府的滿意及信任程度,從來都是世界各地民眾監察政府的重要一環。香港大學民意研究計劃在成立初期便開始進行有關工作,本文集中介紹市民對香港及北京政府信任程度的調查。
由於香港的政治地位特殊,九七回歸以前,民研計劃在這方面的調查包括巿民對港英政府、英國政府、中國政府和台灣政府的信任程度。回歸以後,調查的方法依舊,但就把問卷用語由港英政府改為特區政府,和把中國政府改為中央政府,而關於英國政府的部分就正式停止。有關本地及中央政府的調查詳情如下:

1992年12月,調查系列正式開始,提問方式為「整體黎講,你信唔信任某某政府?」,調查頻率為每月一次,直至1997年10月開始改為每兩個月一次,迄今不變。

樣本數目方面,1992年12月至2000年4月期間,每次調查的樣本數目都稍為超過500個,而在2000年5月以後,每次調查的樣本就增加至起碼1,000個。

2001年12月開始,所有調查數據都全部透過《港大民意網站》定期公佈,而以前透過民研計劃刊物《民意快訊》發表的調查結果,亦以不同形式上載到網站之中。
市民對本地政府信任程度的調查,其實與特首及官員民望調查和市民對特區政府表現調查息息相關。篇幅所限,該等調查將留待日後再作介紹。

Mapping people's trust in different governments
One important aspect of opinion polling around the world is to monitor people's trust and satisfaction of the local and central governments. Shortly after HKUPOP was established, we started to conduct surveys on this aspect. This passage explains our work in this regard with specific reference to people's trust in the Hong Kong and Beijing Governments.
Due to Hong Kong's very special political status, before the handover in 1997, our survey covered people's trust in the British Hong Kong, British, Chinese, and Taiwan Governments. After the handover, the survey method remained unchanged, but the term British Hong Kong Government was substituted by HKSAR Government, and Chinese Government was substituted by Central Government, while our survey on people's trust in the British Government stopped. Details regarding our surveys on the local and central governments are as follows:
- In December 1992, survey series started. The wordings used in the questionnaire being "On the whole, do you trust such and such government?" Surveys were conducted once a month, until October 1997 when it was changed to once every two months. It has remained unchanged since then.
- Regarding sample size, between December 1992 and April 2000, the sample size of each survey was set at slightly over 500, while beginning from May 2000, it was increased to at least 1,000.
- All findings have been published regularly on-line at our HKU POP Site since December 2001, while all previous findings published via our newsletter POP Express have also been uploaded in various formats.
Our survey on people's trust in our local government is, in fact, closely related to our surveys on the popularity of the Chief Executive and the principal officials, as well as our survey on people's satisfaction with the performance of the government. In view of limited space, we will explain those surveys at another date.

市民對政府的滿意和信任程度,從來都是世界各地民眾監察政府的重要一環。香港大學民意研究計劃在成立初期便開始進行有關工作。民研計劃在1992年12月開始調查巿民對港英政府、英國政府、中國政府和台灣政府的信任程度。回歸以後,上述調查如常進行,但為了使調查範圍更加廣泛,我們又開展了市民對特區政府滿意程度的調查。在能力範圍內以最頻密的方法記錄及發表結果。有關調查除了涉及市民對特區政府的整體滿意程度外,還包括一些指標如維持經濟繁榮、改善民生、推行民主步伐等。今次先集中介紹有關市民對特區政府整體滿意程度調查的發展,而其他特區政府民望調查則容後再介紹:

有關市民對特區政府滿意程度調查是自1997年7月開始至今,密度為每月進行一次。

調查一直沿用的提問方式為「你對特區政府既整體表現滿唔滿意呢?」。

Popularity survey of the HKSAR Government
One important aspect of opinion polling around the world is to monitor people's trust and satisfaction of the government. Shortly after HKUPOP was established, we started to conduct surveys on this aspect. In December 1992, we started to survey people's trust in the British Hong Kong, British, Chinese, and Taiwan Governments. These surveys continued after the handover, but we expanded their scope by introducing people's satisfaction with the HKSAR Government. We take measurements as frequently as we could, using our limited resources. Besides people's general satisfaction with the HKSAR Government, our survey also includes indicators on the government's performance in maintaining economic prosperity, improving people's livelihood, pace of democratic development, and so on. We hereby introduce the development of people's satisfaction of the HKSAR Government in general, whilst other parts of the survey will be introduced later on:
- The survey of people's satisfaction of the HKSAR Government was started in July 1997. Since then, it has been conducted once every month.
- The wordings used in the questionnaire are: "Are you satisfied with the overall performance of the HKSAR Government?"
- Regarding sample size, from the beginning to April 2000, the sample size of surveys was set at slightly over 500. Since May 2000, the sample size was increased to at least 1,000.
The findings from our surveys on "popularity of the HKSAR Government" conducted on or before June 2000 were released through our newsletter POP Express. After our HKU POP Site was established, the findings are released online, while all previous findings published in our POP Express have also uploaded on-line in various formats.

One important aspect of opinion polling around the world is to monitor people's trust and satisfaction of the government. Shortly after HKUPOP was established, we started to conduct surveys on these aspects. Regarding the development of our surveys on people's trust in different governments, we have explained it in our press release of August 22, 2006. As regards the development of our surveys on people's satisfaction with the SAR Government, we have also explained it in our press release of November 28. Today, after some nominal editing, we piece the two together in order to give readers a more comprehensive picture of such developments.
(1) Mapping people's trust in different governments
- Due to Hong Kong's very special political status, before the handover in 1997, our survey covered people's trust in the British Hong Kong, British, Chinese, and Taiwan Governments. After the handover, the survey method remained unchanged, but the term British Hong Kong Government was substituted by HKSAR Government, and Chinese Government was substituted by Central Government, while our survey on people's trust in the British Government stopped.

(1) 巿民對政府信任程度調查的發展

同樣是由1997年7月開始,我們亦就市民對特區政府表現的滿意程度調查進行分項調查,提問方式為「你對特區政府維持經濟繁榮/改善民生/推行民主步伐/維護人權自由/處理與中央政府關係方面既表現滿唔滿意?」不過,調查頻率就由開始時每月進行一次慢慢降低。2000年7月至2003年5月期間,調查每兩個月進行一次,及至2003年7月起再改為每三個月進行一次,以配合社會的發展。

Again on mapping people's trust and satisfaction of different governments
One important aspect of opinion polling around the world is to monitor people's trust and satisfaction of the government. Shortly after HKUPOP was established, we started to conduct surveys on these aspects. Regarding the development of these surveys, we have explained it in our press releases of August 22, November 28 and December 14, 2006. Today, we supplement our introduction with the historical development of our sub-indicators of government performance, in order to give readers a complete picture of such developments.

- Also from July 1997, we began to survey people's satisfaction with the government's performance in five policy areas using the following questions: "Are you satisfied with the performance of the HKSAR Government in maintaining economic prosperity / improving people's livelihood / developing democracy / protecting human rights and freedom / handling of its relation with the Central Government?" The frequency of these sub-indicator surveys, however, was gradually thinned down from once every month at the beginning, to once every two months between July 2000 and May 2003, and then to once every three months since July 2003, in order to match the changing social conditions.
Before May 2000, the sample size of our regular surveys was set at slightly over 500, we increased it to at least 1,000 after that. The above surveys are no exceptions. 特首及特區政府民望調查簡介
市民對領導人民望及政府整體滿意程度,從來都是世界各地民眾監察政府的重要一環。香港大學民意研究計劃在成立初期便開始進行有關工作,並在2006年10月31日和11月28日的新聞公報中簡介了有關調查的發展。今日我們把它們略加刪剪後並列刊登,以便讀者能夠更加全面掌握這些相關調查的發展。
(1) 特首民望調查的發展:

民研計劃在成立以後至回歸前,從不間斷地對港督彭定康進行評分調查。及至1997年回歸以後,亦即是董建華成為第一任特首之後,便開始了特首董建華的民望評分。及至董建華辭職,曾蔭權接任,民研計劃隨即開始調查特首曾蔭權的民望。有關調查的密度在港督彭定康年代每月最少進行一次,董建華於上任後至1997年底每月進行三次,1998年1月開始每月進行兩次。

「港督或特首民望」調查一直沿用的提問方式為「而家想請你用0-100分評價你對港督/特首某某某既支持程度,0分代表絕對唔支持,100分代表絕對支持,50分代表一半半,你會俾幾多分港督/特首某某某呢?」及「假設明天選舉特首,而你又有權投票,你會唔會選某某某做特首?」。

Popularity survey of CE and the HKSAR Government
One important aspect of opinion polling around the world is to monitor people's appraisal of the top leader and overall satisfaction with the government. Shortly after HKUPOP was established, we started to conduct surveys on these aspects. We explained the development of these surveys in our press releases of October 31 and November 28, 2006. Today, we release an updated version with some editing, so that readers can have a more comprehensive picture of such development.
(1) Development of CE's popularity survey
- From its establishment to the handover of Hong Kong, POP has continually conducted surveys to measure the popularity rating of Governor Chris Patten. After the handover when Tung Chee-hwa became the first Chief Executive in 1997, we began our popularity survey of CE Tung Chee-hwa. After Tung resigned and Donald Tsang succeeded, POP has begun to measure Tsang's popularity. The frequency of our surveys was at least once every month during the Patten era. It was then increased to three times per month when Tung became CE, until the end of 1997. From January 1998 onwards, it was reduced to twice every month.
- The question wordings used in "popularity of Governor or CE" survey are: "Please use a scale of 0-100 to rate your extent of support to the Governor/ the Chief Executive XXX, with 0 indicating absolutely not supportive, 100 indicating absolutely supportive and 50 indicating half-half. How would you rate the Chief Executive XXX?" and "If a general election of the Chief Executive were to be held tomorrow, and you had the right to vote, would you vote for
XXX?".
(2) Development of people's satisfaction with the HKSAR Government survey
- The survey on people's satisfaction with the HKSAR Government was started in July 1997. Since then, it has been conducted once every month.
- The question wordings used in the questionnaire are: "Are you satisfied with the overall performance of the HKSAR Government?".
Before April 2000, the sample size of our regular surveys was set at slightly over 500. After that, it was increased to at least 1,000. The above surveys are of no exception. All the above findings are now released on POP Site on a regular basis. Previous findings published in our newsletter POP Express have also been uploaded online in various formats
