  12-Jun-07  就各問責局長民望數字的最新變化，鍾庭耀分析：「對比兩個月前，有3名局長的支持率出現明顯變化，包括環境運輸及工務局局長廖秀冬的支持率下跌7個百分比，以及財經事務及庫務局局長馬時亨，和教育統籌局局長李國章各下跌6個百分比。受到教育學院事件影響，李國章現時的支持率只有22％，反對率就高達47％，排名榜末。」
On the popularity figures of the Directors of Bureaux, Robert Chung observed, "Compared to two months ago, the support rates of 3 bureau heads have dropped significantly. They include Secretary for the Environment, Transport and Works Sarah Liao, whose support rate dropped 7 percentage points, Secretary for Financial Services and the Treasury Frederick Ma and Secretary for Education and Manpower Arthur Li, who both dropped 6 percentage points. Affected by the Hong Kong Institute of Education incident, the support rate of the bottom-ranking Arthur Li now stands at only 22%, with opposition rate as high as 47%."

Due to people's positive reception of the Budget Speech this year, the popularity of the CE and almost all principal officials has increased. FS Henry Tang registered the sharpest rises, as his support rating surged 4.8 marks after the Budget Speech, while his support rate climbed 11 percentage points, both figures being his record high. As for other officials, compared to two months ago, Secretary for Constitutional Affairs Stephen Lam, Secretary for Health, Welfare and Food York Chow, and Secretary for Commerce, Industry and Technology Joseph Wong registered significant increases in support ratings. Secretary for Education and Manpower Arthur Li, however, due to the Hong Kong Institute of Education Incident, has dropped significantly to become the most disliked official.

Regarding the Secretaries of Departments, compared to one month ago, the popularity ratings of all three Secretaries have dropped along with CE's. However, such drops are slight, and their support rates have also not changed much. As for the Directors of Bureaux, compared to two months ago, their popularity ratings have mostly dropped, especially for Stephen Lam and Arthur Li. It should also be noted that although Michael Suen's popularity rating has dropped within sampling errors, his rating is now below 50. In terms of relative ranking, compared to two months ago, all changes among the Directors of Bureaux are only within two places up or down, and could be considered as nominal.

As for the three Secretaries of Departments under the accountability system, their popularity has not changed much over the last month, both in terms of support ratings and support rates. As for the Directors of Bureaux, compared to two months ago, only Arthur Li's support rating registered a significant increase, all other changes are within sampling errors. In terms of relative ranking, all changes are also within two places up or down, and could be considered as nominal. Among all principal officials, Wong Yan-lung and Ambrose Lee's ratings have remained above 60 for a long time, while that of Stephen Lam has remained under 50 for a long time.

As for the principal officials, most changes in support rates are within statistical errors, and there is also very little change in their relative rankings. In terms of popularity benchmarks (please refer to the supplementary section of this release), Ambrose Lee can be labeled as 'ideal', Wong Yan-lung, Donald Tsang, Henry Tang and Sarah Liao can be labeled as 'successful', Denise Yue, Joseph Wong and Rafael Hui can be labeled as 'inconspicuous', while all others can be labeled as 'mediocre". No official falls under the categories of "depressing" or "disastrous".

Our latest survey shows that the popularity of FS Henry Tang has recovered in early September, after its big plunge between July and August due to the debate on GST (goods and services tax). His popularity figures, however, are still way below those before the onset of the debate. As for the ratings of Directors of Bureaux, compared to two months ago, there are both ups and downs, but other than the significant increase and decrease of Secretary for Constitutional Affairs Stephen Lam and Secretary for Economic Development and Labour Stephen Ip, there are not many changes. In terms of relative ranking, the only change is the swapping of positions between Stephen Ip's 2nd place last time, and Sarah Liao's 4th place last time.

The major finding of our latest survey is that the popularity of FS Henry Tang has plunged about two grades over a month, obviously affected by the debate on GST (goods and services tax). Tang』s support rating dropped more than 7 marks, while his support rate dropped almost 20 percentage points. As for other principal officials, other than the significant increase in the popularity of Secretary for the Environment, Transport and Works Sarah Liao and Secretary for the Civil Service Denise Yue, the popularity of the remaining two Secretaries of Departments and other Directors of Bureaux has not changed much.

As for the Directors of Bureaux, compared to their support ratings registered two months ago, most ratings have gone up slightly, but all within the margins of error. In terms of relative ranking, there is no change except the swapping of adjacent positions between Sarah Liao and York Chow, and between Patrick Ho and Arthur Li.

As for the Directors of Bureaux, compared to their support ratings registered two months ago, their relative rankings have remained exactly the same, although all their absolute ratings have fallen. Ambrose Lee continues to score the highest while Stephen Lam remains at the bottom.

For the Principal Officials, the ratings for all three Secretaries of Departments have increased. Wong Yan-lung continues to score the highest, while Rafael Hui records the biggest increase but continues to lag behind Wong Yan-lung and Henry Tang. As for the Directors of Bureaux, when compared with ratings recorded two months ago, except for Stephen Ip, all ratings fluctuate within sampling errors. Ambrose Lee continues to score the highest while Stephen Lam remains at the bottom with less than 50 marks.

Other than CS Rafael Hui, the popularity ratings and support rates of the CE and the Secretaries of Departments have not changed much compared to those one month ago. As for the Directors of Bureaux, in terms of changes in their support rates over the last two months, a significant drop of 11 percentage points is registered for the Secretary for Education and Manpower Arthur Li, obviously due to the debate over education reform. The newly appointed Secretary for the Civil Service Denise Yue scored a mediocre rate of 39%, while the support rate for Joseph Wong dropped 9 percentage points as he moved from the post of Secretary for the Civil Service to Secretary for Commerce, Industry and Technology. This means people have some reservations on the suitability of his new appointment.

For the Secretaries of Departments, SJ Wong Yan-lung continues to score high, while CS Rafael Hui continues to lag behind, but still with a score of nearly 60. As for the Directors of Bureaux, Secretary for Security Ambrose Lee and Secretary for Commerce, Industry and Technology John Tsang registered a high jump in popularity, indicating people's general support for the performance of the Police Force during the WTO MC6 Meeting, as well as people's positive appraisal for Hong Kong's achievement in chairing the meeting.

Among the principal officials, the popularity of SJ Wong Yan-lung continues to rise, now very close to that of CE Donald Tsang. The popularity ratings of FS Henry Tang and Secretary for Security Ambrose Lee increased a bit, but only within sampling errors. Other than these three officials, the popularity of all others has dropped, signaling a decline in government's popularity on the whole. Officials with biggest drops include Sarah Liao, Rafael Hui, Stephen Lam, Frederick Ma and Michael Suen. The number of officials failing to reach the benchmark score of 50 has also increased from one to two.

As for the principal officials, it is a very unusual phenomenon that the new SJ Wong Yan-lung attained the 50% benchmark recognition rate almost immediately after he was appointed, plus a high popularity score of 63.1 marks which tops the list. All three Secretaries of Departments now have more than 60 marks, which is also unprecedented. As for the Directors of Bureaux, the Secretary for Constitutional Affairs Stephen Lam continues to be the only principal official with less than 50 marks.

As for the 14 principal officials, the popularity of 10 of them has increased, while that of the remaining 3 has dropped. Two officials still have below-50 scores. The overwhelming news of the opening of the Hong Kong Disneyland has somewhat diluted the effect of other news stories. 
  9-Aug-05  問責官員方面，除李少光外，民望全部回落。周一嶽的評分大跌5分，明顯受到豬鏈球菌事件影響，亦間接解釋了特首民望回落的原因。14名問責官員中，有兩個民望支持度不及50分，兼支持率低於33％。
As for the principal officials, other than Ambrose Lee, the popularity ratings of all officials have dropped. York Chow registered the biggest drop of 5 marks, obviously caused by the threat of Streptococcus suis infection, which also indirectly explains the drop of CE's rating. Among the 14 principal officials, two have ratings below 50 and support rates below 33%.

In fact, CE's high popularity might have helped the new Chief Secretary Rafael Hui attain his over 60 marks popularity rating and almost 60% recognition rate in such a short time. Among the principal officials, Henry Tang now has the highest score. Over the past month, Elsie Leung recorded the biggest increase, while York Chow registered the biggest drop. All officials other than Stephen Lam now have ratings over 50 marks.

Compared to one month ago, the popularity of practically all Principal Officials has increased. Among the Directors of Bureaux , Sarah Liao registered the least gain and dropped to the fourth position, obviously caused by the Eastern Harbour Tunnel toll increase and recent traffic problems. Donald Tsang fell outside the scope of the survey after he resigned to stand for the CE election. Henry Tang and Michael Suen became Acting CE and Acting CS, but that did not help their popularity very much. Stephen Lam continued to register poor popularity, he is the only official with more people asking for his dismissal than reappointment.

As for the popularity of the principal officials, there were ups and downs over the last month. Sarah Liao registered the biggest drop, of almost 5 marks, no doubt caused by the toll increase at the Eastern Harbour Tunnel. Her popularity may continue to be compressed by recent traffic problems. 
  12-Apr-05  問責官員方面，與一個月前董建華仍然在任相比，官員的民望評分都全面上升，只有4人的評分仍然未及50分，當中又以涉及釋法問題的梁愛詩和林瑞麟上升幅度最小。整體而論，雖然人大釋法引起社會爭議，但所有問責官員都仍然受惠於特首人選的改變。
Regarding the popularity of the principal officials, compared to a month ago before CH Tung resigned, all officials have increased in popularity. Only 4 officials now have ratings below 50 marks, and amongst them, Elsie Leung and Stephen Lam, who are directly involved in the Basic Law dispute, have gained relatively less. All in all, in spite of the recent dispute over the interpretation of the Basic Law, all principal officials have benefited from the recent change of CE.

Whereas for the principal officials, CS Donald Tsang has obviously taken a free ride, as his popularity rating went up by almost 3 marks. FS Henry Tang and SJ Elsie Leung have also benefited somewhat, but the popularity of all Directors of Bureaux has gone down. They have obviously suffered from the standstill, and the operation of the entire government has been affected in one way or another.

Judging from the rating figures, the popularity of the principal officials has not changed much in the month past. Ambrose Lee and Sarah Liao's ratings increased significantly, as Elsie Leung's rating decreased significantly. Changes for the rest were not significant. For the support rates, as those who opted for the dismissal of Michael Suen dropped to 40%, all officials are now quite safe below the 50% danger line. As for the general performance of non-official members of the Executive Council, dissatisfaction rate has continued to drop, probably due to the more relaxed political atmosphere.

There are ups and downs in the popularity of individual members of CE's cabinet. Most noticeably, Ambrose Lee dropped by 1.8 marks, Michael Suen rose by 1.7 marks, and Joseph Wong dropped by 1.5 marks. Lee's plunge was probably related to the government's performance in the tsunami rescue mission, Suen's rebound related to the resolution of the Hunghom Peninsula incident, and Wong's drop related to the discussion of civil servants taking up post-retirement jobs. Lam Woon-kwong, the ex-Director of CE's Office cum sit-in member of the Executive Council, has all along been more popular than many Directors of Bureaux and non-official members of the Executive Council. His sudden resignation should have a certain effect on the popularity of the entire cabinet.

There are some subtle changes in the popularity of the government's core leadership. For the principal officials, Donald Tsang still managed to cling to the top of the popularity ladder, but that position has been shared by Ambrose Lee, both above Sarah Liao. Tsang's popularity rating has dropped 2.1 marks over a month, obviously affected by the West Kowloon controversy. Another official, Michael Suen, however, suffered a severe plunge of 6.0 marks and dropped to the bottom of the list, no doubt due to the Hunghom Peninsula incident. His credibility has dropped to a dangerous level, as 47% of the respondents asked for his dismissal. The SAR government should better prepare itself, at least mentally, for another governance crisis.

On the popularity of principal officials, with a support rating of 55.5 marks and a recognition rate of 52%, the new Secretary for Health, Welfare and Food York Chow is having a good start. This raises the popularity of the whole team, and demonstrates the positive side of personnel change. On the other hand, the recognition rate of the Secretary for Commerce, Industry and Technology John Tsang has remained below 50%, more than a year after his appointment. More effort from Tsang is called for.

While there were ups and downs in popularity figures of different officials, those of Arthur Li and Ambrose Lee experienced the biggest increase. The latter even tied with Sarah Liao to become the most popular Directors of Bureaux. Former Secretary for Health, Welfare and Food Yeoh Eng-kiong maintained a stable score shortly before he stepped down. It was much higher than his record low of 39.4, but was still below 50. Regarding the Executive Council members, apart from Selina Chow, the popularity scores of other members remained low. Whether new members Bernard Chan and Laura Cha would boost the popularity of the Council or not remains to be seen.

Yeoh Eng-kiong registered the biggest increase, meaning that people's anger at him has subsided after he announced his resignation.

The popularity rating of Yeoh Eng-kiong was then 42.5, he joined Stephen Lam as the most unpopular Directors of Bureaux. The two were, nevertheless, still more popular than some members of the Executive Council. The effect of Yeoh's resignation on the popularity of Tung's cabinet has yet to be seen.

The survey was conducted after NPC interpreted the Basic Law as well as vetoed universal suffrage in 2007/08. It shows that the popularity of the Chief Executive, the principal officials and Legco members have all dropped. Among those whose popularity ratings have significantly dropped are those in favour of NPC's rulings, and those against. Coupled with HKU POP's earlier release on people's trust and confidence, it seems that, under the current debates of political reforms, the SAR Government, the Central Government, Legislative Councillors, as well as Hong Kong people, have entered into an all-lose scenario.

Findings show that the popularity ratings of almost all officials and Executive Councillors have gone down. Among the 22 persons being rated, only Donald Tsang has a rating of over 60 marks. The latest figures indicated that ratings of the CE and most Principal Officials have increased. The popularity rating of Secretary for Health, Welfare and Food Yeoh Eng-kiong, however, has significantly dropped, apparently affected by the investigation of the SARS incident. In terms of hypothetical voting commonly used in the West, among the CE and all Principal Officials, only Donald Tsang, Sarah Liao, Ambrose Lee, Henry Tang and Stephen Ip have support rates of over 50%, meaning that the popularity of the SAR core leadership is still very low on the whole.

After the New Year Rally, but before CE delivered his policy address, the popularity ratings of almost all Principal Officials, as well as the readings of all freedom indicators, have gone up. This is consistent with the trend of other social indicators. People's appraisal of their freedom to demonstrate has again topped the list, like after the July 1 Rally, and reached a record high. On the other hand, because of people's increased demand for constitutional review, Secretary for Constitutional Affairs Stephen Lam has fallen to the bottom of the list of Principal Officials, in spite of his rather stable popularity ratings. Nevertheless, his rating was still higher than that of C.H. Tung registered in the same survey.

Among the Principal Officials, Patrick Ho's rating plunged 6.6 marks, while that of Arthur Li dropped 3.3 marks, apparently due to the 'Michael Wong Incident' and university budget-cut respectively.

During the survey period, recent controversies surrounding 'Hong Kong Harbour Fest' and Michael Wong Kin-chow were yet to be settled. According to our figures, the popularity of all Principal Officials, except FS Henry Tang, has slightly increased. Henry Tang lost 2.6 marks, probably due to problems surrounding 'Hong Kong Harbour Fest'. This also indicates that his honeymoon period with the people has ended, and it is time for him to be serious in handling economic issues.

Over the month past, the popularity ratings of C.H. Tung and the principal officials have all rebounded 5 to 6 marks, more or less equal to a jump of one grade. Putting aside the newly appointed Secretary for Security Ambrose Lee, and the Secretary for Commerce, Industry and Technology John Tsang, only 4 out of the remaining 12 principal officials now have popularity ratings below 50 marks. This is a sign that the government is about to walk out of the recent governance crisis. However, Frederick Ma, C.H. Tung, Yeoh Eng-kiong, Stephen Lam, and many non-official Executive Council members still have popularity ratings below 45 marks, which should not be taken lightly.

FS Antony Leung's rating has also bounced back to 43.1 marks after hitting its record low, while Secretary for Financial Services and the Treasury Frederick Ma Si-han's rating has also gone up to 44.2 marks. Last month, Ma and Tung shared the second-last position, but now, Tung is behind all Secretaries of Departments and Directors of Bureax under the accountability system for the first time. The popularity rating of Secretary for Health, Welfare and Food Yeoh Eng-kiong, the Principal Official responsible for handling SARS, dropped by 1.4 marks, while the rating of Secretary for Education and Manpower Arthur Li, who was responsible for re-opening classes, rose by 1.8 marks.
