The Public Opinion Programme (POP) of the University of Hong Kong (HKU) was established in June 1991 to collect and study public opinion on topics that could be of interest to academics, journalists, policy-makers, and the general public. Since its establishment, POP has been conducting opinion researches on various social and political issues and providing quality survey services to a wide range of organizations provided that they allowed the POP Team to design and conduct the research independently.

In September 2004, the Sino Group commissioned POP to conduct a survey on "West Kowloon Cultural District Development", with the following objectives:

The survey consisted of two main parts, namely, a representative survey of the general public and a qualitative study of expert opinions. The research instrument was designed independently by POP, after consulting the Sino Group. Fieldwork, data analysis and interpretation were also carried out independently by POP. This report summarizes the findings of both parts.
